The Tyndale Bible Dictionary, pg. 303. “The new commandment of love is the all-embracing, single requirement of the new covenant . . .”

The “New” covenant is anticipated and discussed by many Old Testament prophets, who don’t talk about sexual rules. Read up: Jer 31:31–34; Jer 32:36–41; 50–2–5; Isaiah 55:1–5; 61:8–9, etc.

What covenant are you following? What deity do you serve? It’s nothing in the Bible if you think humans touching each other is “covenantal.”
